Virginia’s ban on Styrofoam was established through House Bill 1902, introduced by Delegate Betsy Carr and signed into law by Governor Ralph Northam in 2021. Backed by environmental groups like the Surfrider Foundation and Environment Virginia, the bill passed with bipartisan support and made Virginia the first Southern state to phase out foam takeout containers. Although implementation was briefly delayed, the ban is now set to take effect for large chains in 2025 and for all food vendors in 2026 — a huge victory for sustainability advocates statewide.
